Nobody can see what any individual person watches, and nothing here links a term to an account. Pro members can additionally turn on stealth mode in account settings, which keeps their tracking out of these numbers entirely.
Why it matters for flipping: government auctions are where supply is cheap, but profit depends on demand where you resell. When 12 buyers track a category here, that is 12 people already hunting the thing you are about to bid on.
